Biden has allowed an order halting H1-B visas visas to expire on March 31. In June 2020, as part of President Trump’s executive orders during the pandemic, he banned such visas. According to The New York Times, Trump wrote, “Under the extraordinary circumstances of the economic contraction resulting from the COVID-19 outbreak, certain nonimmigrant visa programs authorizing such employment pose an unusual threat to the employment of American workers.”

According to Breitbart, in a letter to Biden, Republican Sen. Josh Hawley of Missouri wrote: “In periods of high unemployment, it makes no sense to allow a struggling labor market to be flooded with a wave of foreign competition. What makes even less sense is to willingly introduce further competition for U.S. workers at the same time that a disastrous illegal immigration crisis grows on our southern border. As at the border, failure to take meaningful action is, in itself, a policy decision with detrimental impacts for American workers.”

Hawley continued, writing, “I urge you to extend the temporary foreign worker entry suspension until the national unemployment rate has meaningfully declined, and until your administration has conducted a thorough review of nonimmigrant visa programs to ensure that American workers are fully and effectively protected from harm. In the meantime, I will continue to work to develop legislative solutions that will protect American workers and promote a quick recovery.”

Republican Sen. Tom Cotton of Arkansas mentioned in a tweet that letting Trump’s executive order expire would be giving in to technology corporations’ demands.

“With 10 million Americans still unemployed, President Biden just restarted a program to let big tech import more foreign labor and undercut American workers who are trying to find jobs.”

Republican Sen. Chuck Grassley of Iowa tweeted, “when 10M Americans r out of work +international travel restricted due to COVID it makes no sense 2 hand US jobs to foreigners But thats exactly what Biden admin is doing by resuming foreign work visas plagued w abuse Why wont Biden admin put struggling economy+US workers 1st???”

Business groups who rely on cheap foreign workers have been lobbying  Biden to let the order expire. Such businesses rely on cheaper foreign workers to boost profits.
